Want to call 1 number, West Bengal to Tamil Nadu, For around 2-3hrs/day. Please suggest Network and Plan.?

I live in Siliguri, West Bengal and want to call a particular number in Chennai, Tamil Nadu. Please suggest a good network carrier who has cheap call rates or STD plans, Not necessarily a carrier form West Bengal itself , can be one available in Chennai. Tamil Nadu also. Any sort of plan be it daytime calling or night time calling, free minutes or new sim. I usually call that number for around 2 to 3 hours a day or more sometimes. Thnak You.
