What steps are involved in starting a business in Pennsylvania?

I am interested in selling cell phones and a few other items on the internet, but to have access to wholesale, I need a resale certificate and tax ID doents. If I want to sell only online and as a sole proprietor, how hard would it be to start up, and how much would it roughly cost?
