Vehicle is running rough, could cold be the issue?

my 1993 gmc jimmy is running very rough, it spits and sputters going down the road but once it is running and has been warming up for bout 45 mins it runs like new but even then it still takes awhile to run good and i live in Minnesota so i was wondering would the snow and cold weather cause this to happen or is there more than likely more to it. It first started running like this when the temps dropped below bout 20
