Nuclear Weapons Question?

Power Plants can lead to Uranium Enrichment which can lead to development of nuclear weapons, right? So, what would be the political uses for nuclear weapons? I was thinking things like intimidation or something, but I can't think well at the moment. Also, If a country gains access to nuclear weapons and "hits" another with it, what do you think will result? Thanks!
