[Explain] How to install MAME Emulator onto Windows Vista (Business) ?

Can someone please explain to me the process of downloading MAME and getting the ROM files onto my pc and being able to play them. If there are any other gaming machine emulators that you can suggest then please do! I just need basic instructions on how to get an emulator onto my pc for playing vintage games like pacman, donkey kong etc etc...
